POSITION SUMMARYPOSITION SUMMARYAn employee in this position reviews residential and commercial construction plans for compliance with proper codes and ordinances and approves the issuance of building permits making decisions on what plans will be required for permit applications and whether submitted plans meet the intent of the code requirements.
Work includes examining plans of residential and commercial buildings requiring a minimum of Level II certification from the North Carolina Department of Insurance.
Technical judgment is required to interpret provisions of the codes as applied to various construction projects and circumstances.
The employee is subject to inside environmental conditions.
Tact, courtesy, and firmness must be exercised in dealing with contractors and the general public.
Work is performed under regular supervision and is evaluated through conferences, review of reports and records, and contractor and citizen reactions.
DUTIES AND RESPONSIBILITIESESSENTIAL FUNCTIONS OF THE POSITION Reviews plans for residential and commercial structures; reviews site plans, blueprints, and specifications and receives applications for permits; issues building permits; interprets and applies codes and ordinances consistently for all developers, contractors, and owners.
Assists the pubic, designers, contractors, developers and others with questions, problems, etc.
in person and by phone; advises on the interpretations and application of code regulations building code requirements, inspection procedures, and requirements for plan review and obtaining applicable permits.
Reviews alternate methods and materials not specifically prescribed by codes; determines if such alternate is equivalent of that prescribed by the code; approves or disapproves such use.
Documents the results of all plan reviews and corrective or follow-up action taken and maintains records.
Attends meetings and advises on difficult interpretation of the code and applicable ordinances.
Aids the Inspection Division by performing inspections during increased workloads and times of work force shortages.
Documents plan review results and maintains the records.
Provides code analysis for the general public by telephone, meetings and at the customer service counter on an immediate and anytime basis.
Conducts special research as needed.
Manages special projects as needed.
Maintains records of work activities and prepares necessary reports.
Research code requirements to identify compliance requirements.
Performs related duties as assigned.
MINIMUM QUALIFICATIONSMINIMUM REQUIREMENTS TO PERFORM WORK High school diploma preferably supplemented by trade school coursework in building construction trades; Four (4) years of experience in construction trades work along with experience as a Code Enforcement Officer; Or equivalent education and/or experience; Graduation from high school supplemented by trade school course work in building construction trades including considerable experience in commercial and industrial building plans examination work, or an equivalent combination of education and experience.
BA, MA, PhD in structural engineering or architecture will be considered.
Possession of a valid North Carolina driver's license; Must possess a Level II or III Standard Certificate issued from the NC Code Qualification Board in all specified trades (Building, Plumbing, Mechanical and Electrical) NOTE:
Any loss of certification may result in an appropriate reduction in pay and classification or, at the discretion of the County Manager, may affect employment status.
KNOWLEDGE, SKILLS, and ABILITIES:
Thorough knowledge of state building, energy, accessibility, plumbing, mechanical and electrical codes, and local ordinances applicable to assigned construction projects for inspection.
General working knowledge of construction methodologies and related building systems.
Skilled in interpretation of codes and in their application to specific situations.
Skilled in reading and interpreting plans and specifications.
Skilled in collaborative conflict resolution.
Ability to establish and maintain effective working relationships with contractors and peers in the public.
Ability to enforce regulations tactfully and firmly.
Ability to establish and maintain accurate and thorough records.
SUPPLEMENTAL INFORMATIONPHYSICAL DEMANDSMust be able to perform medium work frequently exerting up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 50 pounds of force to move objects.
This work also involves the physical abilities of balancing, crawling, grasping, handling, discriminating among sounds, kneeling, lifting, reaching, speaking, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking.
An incumbent must also possess the visual acuity to inspect details of construction, work with color or depth perception, operate motor vehicles, prepare reports, and do extensive reading.
WORK ENVIRONMENTThe employee is subject to inside and outside environmental conditions including extremely hot and cold temperatures.
Work includes driving throughout the County and includes exposure to hazards when present at construction sites.
